Jessica developed a crush on the 42-year-old rocker after meeting him at a party on Nov. 6 and began seeing seeing him after getting over her split from NFL quarterback Tony Romo. Billy and Jessica now consider themselves to be “officially dating,” a friend told E! News. “She has fallen hard and is smitten.”
