Because it would be useless. Most people agree that the fact that The Dark Knight has grossed about a billion dollars is the cause for this mayor suddenly deciding to do this. He actually could have used the famous movie to promote the city in a way that would not eventually bankrupt him. A good thing to keep in mind is that the mayor is not only saying he deserves money because Christopher Nolan made a good movie, but also that he deserves a monetary reparation because Nolan's movie increased the crime and suicide rate in the city.....
