I agree with Alan V. about Mr. Floppy from Unhappily Ever After. He was definitely creepy, if you consider that he lived in th basement and only talked to one character in the show. Anytime any of the other characters would come into the basement, Mr. Floppy would pretend he was just a normal stuffed animal. Isn’t that something that happens horror movies with possessed dolls and stuff? lol. And I’m surprised Jan Brady isn’t on this list. She hated her sister a little too much…

Eye of the Beholder episode of The Twilight Zone. The horn-nosed faces of the doctors and nurses in the closing scenes still bring nightmares.
Also, the Twilight Zone episode: The Masks, where the faces of greedy family members turn into the hideous masks they are forced to wear by their dying patriarch bring on even more nightmares.

I loved Perfect Strangers and I never found Balki creepy, he was just too naive and gullible to survive in the U.S. he was lucky to have Larry teach him about America.
